Device reload via fragmented-packet reassembly

Use-after-free in IPv4 VFR in Cisco IOS XE Software allows remote attackers to reload affected devices with fragmented packets. The VFR reassembly path retains and accesses freed memory while processing large fragmented packets, forcing an IOS XE reload. VFR must be enabled on a tunnel interface or on a physical interface with an MTU above 4,615 bytes; NAT, Zone-Based Firewall, or IPsec can enable VFR automatically.
