Malicious source download via protected-tag spoofing

Tag spoofing in GitLab before 15.10.8, 15.11 through 15.11.6, or 16.0 through 16.0.1 allows remote authenticated users to bypass tag protection. The tag-creation path accepts a fully qualified refs/tags name, after which a source archive request can return content from the same-named attacker-controlled branch. Project access sufficient to create a branch is required; integrity is lost when the spoofed protected tag's source archive is downloaded.
