Guest-level email disclosure via unchecked issues API

Improper access control in GitLab 13.7 through 15.11.9, 16.0 through 16.0.5, and 16.1.0 allows remote authenticated users to read creator emails. The issues API returns service_desk_reply_to without enforcing the Reporter-level redaction applied to Service Desk views. A Guest account, enabled Service Desk, and public ticket are required; exploitation discloses the creator's email address without changing data.
