Service slowdown via certificate-name validation regex

ReDoS in Puppet Server 7.9.2 and affected Puppet Enterprise releases allows remote attackers to significantly slow server operations. Certificate-name validation applies an inefficient regular expression to specifically crafted names, causing excessive processing as input complexity grows. No authentication or user interaction is required, and the documented consequence is degraded availability rather than data access or modification.
