Credential disclosure via readable configuration file

Information disclosure in Red Hat OpenStack Platform's Barbican package allows local users to read credentials from barbican.conf. The downstream RPM packaging left /etc/barbican/barbican.conf readable outside the Barbican service group instead of restricting it to root and that group. Any local account on an affected controller can obtain database or service credentials stored in the file without invoking the Barbican API.
