Repository modification via unchecked GraphQL commit source

Missing authorization in GitLab EE 12.0 through 15.10.4 and 15.11.0 allows remote authenticated users to commit from restricted IPs. The commitCreate GraphQL mutation accepts an authenticated project commit without applying the group's configured IP restriction to the request source. A group member with project commit rights and valid session cookies can modify repository contents despite being outside the group's allowed IP ranges.
