Arbitrary file creation via restore race

TOCTOU in the restore process of Avast and AVG Antivirus for Windows 22.5 through 22.10 allows local users to create arbitrary files. The restore workflow checks filesystem state separately from creating its destination, allowing that state to change between the two operations; no lower-level locus is public. Exploitation requires low-privileged local access and winning the race, and its bounded result is creation of an attacker-chosen file.
