Arbitrary file copy via unrestricted driver IOCTL

Improper access control in Max Secure Anti Virus Plus 19.0.2.1 allows local users to copy arbitrary files through SDActMon.sys. The driver's handler for IOCTL 0x220020 accepts a normal user's copy request without enforcing access control on the operation. Low-privilege local access is required, and the resulting file write can replace protected executable content.
