Privilege escalation via unsanitized Graphite function descriptions

Stored XSS in Grafana and Grafana Enterprise before 8.5.22, 9.2.15, or 9.3.11 allows attackers to run JavaScript in a user's browser. FunctionEditorControls.tsx converts a Graphite function description with rst2html and inserts the resulting HTML through dangerouslySetInnerHTML without sanitization. An attacker-controlled Graphite source must be configured by an administrator, and a user must select a poisoned function and hover over its tooltip; the script inherits that user's session and can grant administrator access.
