Denial of service via peer service deletion

Denial of service in Consul and Consul Enterprise 1.14.0 through 1.14.5 and 1.15.0 through 1.15.3 allows remote attackers to corrupt cluster state. When a local service and a service imported through cluster peering have the same name, deleting the peer service corrupts Consul state. The attacker must control a peered cluster and trigger deletion of the colliding service; the documented consequence is service interruption from corrupted state.
