Authenticated epic issue removal via missing authorization

Incorrect authorization in GitLab 15.5 through 15.8.4, 15.9 through 15.9.3, and 15.10.0 allows remote authenticated users to unlink epic issues. The issue-to-epic removal path fails to enforce the authorization required to change epic membership, allowing a lower-privileged account to alter the relationship. A logged-in account with low privileges and access to the affected issue can remove its epic association, but cannot read confidential data or interrupt the service through this flaw.
