Local information disclosure via unchecked command length

Out-of-bounds read in TPM 2.0 Library revisions 1.16, 1.38, and 1.59 allows local users to read sensitive TPM data. CryptParameterDecryption reads a two-byte size field from the command buffer before checking that bufferSize covers that field. A user-mode application must be able to send a malicious TPM command with encrypted parameters; the read extends two bytes beyond the ExecuteCommand buffer.
