Authenticated administrator escalation via users endpoint

Improper privilege management in affected OpenNMS Horizon and Meridian releases allows remote authenticated users with ROLE_REST to gain ROLE_ADMIN. UserRestService.hasEditRights treats ROLE_REST as equivalent to ROLE_ADMIN when authorizing changes through the users REST endpoint. The attack requires REST credentials and protected-network access, after which the user can modify accounts with administrator privileges.
