Agent crashes via peered gateway upstream references

NULL pointer dereference in HashiCorp Consul and Consul Enterprise 1.14.0 through 1.14.4 allows remote authenticated users to crash agents. HashiCorp has not published the exact null-dereference locus; the failing workflow configures an upstream to reference a peering destination on an xDS-connected gateway agent. Exploitation requires an ACL token with service:write permissions and a running ingress or API gateway configured to route to an upstream service.
