Masked webhook secret disclosure via added URL parameter

Information disclosure in GitLab 15.1 through 15.8.4, 15.9 through 15.9.3, and 15.10.0 allows remote authenticated users to obtain webhook secrets. The webhook URL update path accepts an added parameter referencing a masked URL variable, which request generation interpolates into a request sent to the modified endpoint. A project maintainer must control the webhook settings, and the webhook must already contain a masked URL secret; the resulting request discloses that secret.
