Crash via unchecked MHAS sample-rate index

Buffer over-read in GPAC before 2.3.0-DEV allows context-dependent attackers to crash media processing via crafted MHAS input. The MHAS demuxer reads a five-bit sample-rate index but tests a zero-initialized rate variable before indexing the 28-entry USACSampleRates array. A user must cause GPAC to process the crafted media, and the demonstrated consequence is a process crash.
