Credential disclosure via Jetty debug logging

Sensitive-data logging in OpenNMS Meridian and Horizon allows remote authenticated users to expose usernames and passwords in Jetty logs. The Log4j2 root logger runs at DEBUG without overriding org.eclipse.jetty.server.HttpInput, causing Jetty to record credential-bearing request input. Exposure requires debug logging and access to the resulting log files, and the documented deployment model places the service on a protected intranet.
