Unauthenticated flow disclosure via non-FORWARD Loki modes

Improper authorization in Red Hat Network Observability Operator 1.0 allows remote attackers to retrieve cluster network flows. The console plugin enforces user authorization only when spec.loki.authToken is FORWARD; DISABLED and HOST permit flow queries without a forwarded user token. Access to the OpenShift Console endpoint is required, and the reported consequence is disclosure of stored flow data rather than configuration changes or service interruption.
