Service interruption via malformed initial MQTT packets

Resource exhaustion in Eclipse Mosquitto 1.5.0 through 2.0.15 allows remote attackers to interrupt the broker with malformed MQTT packets. In lib/packet_mosq.c, packet__read checks the connected state instead of the new-client state, so a non-CONNECT first packet can drive allocation from its attacker-controlled Remaining Length. No authentication or user interaction is required; repeated large initial packets consume broker memory and can make the service unresponsive.
