Improper permissions in Phoenix Contact MULTIPROG and ProConOS eCLR, all versions, allow remote attackers to gain full device access. Logic files, executable logic, and configurations lack integrity and authenticity checks, so altered projects can be loaded into a PLC without tamper detection. Network access to a device or access to its engineering station is sufficient to upload arbitrary malicious code.
