Credential disclosure via unencrypted rotation writes

Cleartext credential storage in HashiCorp Boundary 0.10.0 through 0.11.2 allows local users to read rotated worker credentials. On PKI-based workers configured with a worker-auth-storage KMS, automatic rotation writes replacement credentials without applying the intended KMS, usually leaving plaintext and sometimes using the wrong key. Exposure requires access to the worker disk after rotation; the affected path exists only for controller-led or worker-led registration with that optional KMS purpose.
