Unauthenticated service interruption via unbounded multipart parsing

Resource exhaustion in PHP 8.0.x before 8.0.28, 8.1.x before 8.1.16, and 8.2.x before 8.2.3 allows remote attackers to interrupt service. The multipart body parser accepts unlimited file and field parts and emits an unbounded warning stream while parsing them. No authentication or user interaction is required; concurrent requests can occupy all workers or exhaust disk space, delaying or stopping legitimate requests.
