Local ECI bypass via raw engine socket

Enhanced Container Isolation bypass in Docker Desktop 4.13.0 through 4.16.3 allows local users to launch containers without ECI hardening. The CLI honors -H or DOCKER_HOST values that select docker.raw.sock, or Windows' docker_engine_linux named pipe, without applying ECI restrictions. The bypass requires Docker Business with ECI enabled and affects only newly launched containers; it does not require local root or Administrator access.
