Cross-user file access via unchecked relative paths

Path traversal in pgAdmin 4 before 6.19 allows remote authenticated users to read another user's files through server import. The filename_with_file_manager_path flow joined an untrusted relative filename to the storage directory without checking the requesting user's access boundary. Server mode and valid credentials are required; crafted parent-directory segments can expose stored server definitions and enable unauthorized settings or database changes.
