Service crashes via unbounded report decompression

Resource exhaustion in affected GitLab releases allows remote authenticated users to crash services via crafted report artifacts. The Gitlab::Ci::Build::Artifacts::Adapters::GzipStream class calls gz.read without a length limit, buffering the expanded stream in Puma or Sidekiq memory. Pipeline access is required to upload the artifact; public-project API requests can then retrigger it without authentication and interrupt web or background processing.
