Player login denial via unauthenticated session counting

Denial of service in PMMP PocketMine-MP 4.0.0 through 4.12.2 allows remote attackers to block player logins via idle sessions. LoginPacketHandler checks the total NetworkSession count against max-players, so connections that never send LoginPacket consume player slots until the 10-second login timeout. No authentication or user interaction is required; enough concurrent pre-login sessions cause legitimate players to be disconnected as the server reports itself full.
