Kernel crash via transient underflowed tunnel MTU

Denial of service in IPv6 tunnel handling in affected Linux kernel releases allows local users to crash the kernel during MTU updates. The ip6gre_tnl_link_config_route(), ip6_tnl_link_config(), and ipip6_tunnel_bind_dev() paths can publish a temporary underflowed dev->mtu before sanitizing it, which lockless IPv6 multicast code can consume. The fault requires an affected IPv6 tunnel to expose the transient MTU during multicast processing; the observed result is a kernel BUG and service interruption.
