Kernel warning via unlocked snapshot destruction

Improper locking in devlink regions in Linux 6.0 before 6.0.16 and 6.1 before 6.1.2 allows local users to trigger a kernel warning. devl_region_destroy() deletes pending snapshots without holding region->snapshot_lock, violating the assertion in devlink_region_snapshot_del(). Triggering the warning requires an administrative devlink reload while a region has pending snapshots; the published reproducer uses netdevsim, and no stronger consequence is documented.
