Host crash via uninitialized transmit timestamp state

Affected Linux kernel ICE drivers allow local users with administrative privileges to crash the host via transmit timestamping. The ring-allocation path in drivers/net/ethernet/intel/ice/ice_ethtool.c leaves tx_tstamps unset after an ethtool queue-count change, so a later transmit-timestamp request dereferences a null pointer. Reaching the fault requires administrative access to reconfigure queues and ICE hardware using the driver; exploitation interrupts host availability.
