Kernel warning via zero-length IEEE 802.15.4 send

Improper input validation in affected Linux kernel releases allows local users to trigger a kernel warning via a zero-length raw send. The IEEE 802.15.4 raw_sendmsg path passes an empty socket buffer to __dev_queue_xmit, where skb_assert_len rejects skb->len of zero.
