System crash via null ethtool dump context

NULL-pointer dereference in Linux kernel 5.13 through 5.15.76 and 5.16 through 6.0.6 allows local users to crash the system. The ethtool EEPROM dump path dereferences genl_info even though dump callbacks do not provide that request context. Reaching the path requires local high privileges and an EEPROM dump request; successful triggering causes an availability-only system crash.
