Availability loss via block-throttle wait calculation overflow

Integer overflow in Linux kernel block I/O throttling allows local users to cause unspecified impact via local vectors. The tg_with_in_bps_limit() function multiplies bps_limit by rounded elapsed jiffies in 64 bits before division, allowing the intermediate value and calculated byte allowance to wrap.
