HID gadget configuration lock via leaked reference

Denial of service in the Linux kernel f_hid component allows local users to leave HID gadget options permanently locked during setup. During HID function allocation, f_hid increments opts->refcnt before allocating report_desc but fails to decrement it when that allocation fails. The allocation failure requires local low-privileged access to the gadget setup path; the leaked reference prevents further option changes.
