Wi-Fi disruption via VHT rate-power out-of-bounds read

An out-of-bounds read in Linux 6.2 through 6.2.2 allows physically proximate attackers to disrupt Wi-Fi service through VHT traffic. mt76x0_phy_get_target_power indexes the two-element vht rate-power array with VHT MCS values 2 through 9 instead of selecting the ht array for MCS 0 through 7. The path requires TSSI-enabled mt76x0 hardware operating as a SoftAP or hotspot; the stale byte can alter TX-power calibration and deny wireless availability.
