Service interruption via HPRE removal resource leak

Resource leakage in the Hisilicon HPRE driver in Linux allows local users to interrupt service during device removal. The hpre_remove() error path returns immediately when disabling queue-manager SR-IOV fails, skipping cleanup for resources already allocated to the device. Reachability requires a physical-function HPRE device with virtual functions enabled and low-privileged local access; the reported impact is limited to availability.
