Kernel data exposure or crash via oversized shift

Shift-out-of-bounds in affected Linux kernel releases allows local users to expose kernel data or crash the system through Intel RAPL sysfs. rapl_compute_time_window_core passes zero to ilog2 when the requested value is smaller than time_unit, then converts the resulting -1 into an oversized unsigned shift exponent. Reaching the calculation requires local access to write an Intel RAPL constraint time window; successful triggering is limited to data exposure or a system crash.
