Local service interruption via page-state data race

A data race in the Linux kernel 5.15.68 through 5.15.76 and 6.0 through 6.0.6 allows local users to interrupt service. skb_append_pagefrags() calls skb_fill_page_desc(), which reads pfmemalloc state from a user-owned page while lru_add_fn can modify the same page state concurrently.
