Service interruption via stale CPU hotplug instance

Denial of service in affected Linux kernels allows local users to interrupt service by unloading the CoreSight TRBE module. The arm_trbe_exit teardown removes its CPU-hotplug multi-state without first removing the instance registered by cpuhp_state_add_instance, leaving the step list nonempty. Reachability requires local access, instantiated ARM TRBE hardware, and permission to unload the driver; panic-on-warning configurations turn the resulting warning into a kernel panic.
