Service interruption via lockless KCM state access

A data race in the Linux kernel KCM subsystem allows local users to interrupt service through concurrent receive operations. kcm_rfree reads rx_wait without READ_ONCE while KCM receive paths write the same one-byte state without WRITE_ONCE, allowing its value to change during socket-buffer release. Low-privilege local access is required, and the published consequence is limited to availability interruption.
