Regulator shutdown failure via leaked use count

Use-count leakage in the Linux kernel regulator core allows local users to prevent a boot-on supply regulator from being disabled. The constraint setup path calls regulator_enable on an already enabled supply and increments its use_count without a matching need for the reference. The flaw requires chained boot-on regulators and leaves the supplying regulator enabled after balanced enable and disable calls.
