Kernel crash via uninitialized ath11k monitor timer

Race condition in the Linux kernel ath11k driver allows local users to crash the kernel while opening a wireless network interface. Device registration occurs before mon_reap_timer initialization, allowing ath11k_mac_op_start to pass the unset timer to mod_timer and reach BUG_ON. Reachability requires permission to bring up an ath11k-backed interface during device registration; a successful trigger causes a kernel oops and host service interruption.
