RCU test failure via mistimed ksoftirqd boosting

Availability failure in Linux kernel 5.14 allows local users to disrupt RCU torture tests through CPU-hotplug and boosting races. rcutorture boosts only ksoftirqd threads online during initialization and starts rcu_torture_boost threads before remaining ksoftirqd threads receive FIFO priority. Reachability requires CONFIG_RCU_BOOST and the rcutorture test configuration; the observed consequence is a kernel warning and failed test boosting, not data access or privilege gain.
