Kernel Oops via unsupported VFIO migration operations

Denial of service in Linux kernel 5.18 allows local users to trigger a kernel Oops through unsupported mlx5 VFIO migration operations. The mlx5 VFIO driver exposes set_state and get_state callbacks without checking migration capabilities, letting VFIO invoke them while migration state_mutex remains uninitialized. Reachability requires local access to an mlx5 VFIO device without migration support; a crafted migration-state request can interrupt the host kernel.
