Host crash via empty cpuset CPU mask

A denial of service in affected Linux kernel versions allows local users to crash the host through a cgroup v2 cpuset migration. cpuset_can_attach passes an empty cpus_allowed mask to task_can_attach, causing cpumask_any_and to return nr_cpu_ids and dl_bw_of to access an out-of-range per-CPU value. Reaching the panic requires local low-privileged access, permission to change the cpuset, and a cgroup v2 cpuset with an empty configured CPU mask.
