Kernel disruption via non-disableable sleep-clock shutdown

Denial of service in the Linux IPQ8074 clock driver allows local users to disrupt kernel operation while USB clocks are disabled. The Qualcomm IPQ8074 clock definition omits CLK_IS_CRITICAL from gcc_sleep_clk_src, so USB teardown asks the clock framework to disable a source that cannot be turned off. The path requires local access on affected IPQ8074 hardware and reaches clk_branch_wait through DWC3 driver removal, producing a kernel warning and availability loss.
