Service interruption via late jump-label initialization

Improper initialization in the PowerPC64 boot path in Linux 5.15 allows local users to interrupt service during early startup. early_init_devtree() can invoke parse_early_param() and its static-key users before jump_label_init() initializes jump labels, producing a kernel warning when a key is enabled. Reachability requires a 64-bit PowerPC system and an early parameter path that uses a static key, with threadirqs documented as one trigger.
