Video-codec probe failure via misordered OPP configuration

Denial of service in affected Linux Qualcomm Venus drivers allows local users to prevent the video-codec device from probing. The vcodec_domains_get path adds the OPP table before devm_pm_opp_set_config supplies every required configuration option, causing dev_pm_opp_set_config to warn and the probe to exit with error -16. Reachability requires an affected kernel with the Qualcomm Venus driver on compatible hardware; the bounded consequence is loss of that video-codec device, not a whole-system crash.
