Kernel crash via skipped cgroup BPF match

Denial of service in Linux kernel 5.10.138 through 5.19.7 allows local users to crash the kernel through cgroup BPF detachment. After an allocation failure, purge_effective_progs advances its position while traversing a child cgroup and skips later matching operations, leaving no matching cgroup before a BUG assertion. Low-privileged local access, nested cgroups, attached BPF programs, and the allocation-failure path are required to interrupt the host.
