Local denial of service via torn limit read

Data race in Linux kernel BPF JIT accounting allows local users to cause denial of service through a torn bpf_jit_limit read. In kernel/bpf/core.c, bpf_jit_charge_modmem compares current JIT memory with bpf_jit_limit through an ordinary long-sized load while the sysctl path can update that value concurrently. Reachability requires low-privileged local access and a concurrent sysctl update; the published impact is limited to service availability.
