Service interruption via failed datapath memory leak

A memory leak in Linux kernel 5.15 through 5.15.65, 5.16 through 5.19.7, and 6.0-rc1 through 6.0-rc3 allows local users to interrupt service. During ovs_dp_cmd_new, ovs_dp_set_upcall_portids allocates dp->upcall_portids with kmalloc, but a later new_vport failure leaves that array unfreed. Low-privileged local access and a failed vport creation during datapath setup are required; repeated failures can exhaust kernel memory.
